Leslie Beyer

As PESA President, Leslie Beyer leads strategic and operational development of PESA’s programs, expansion, and execution of its mission in support of oilfield service, supply and manufacturing organizations. Working with PESA’s Board of Directors, she serves as primary advocate for key priorities, promoting the sector’s technological innovation and economic contributions.

Beyer began her career at the US State Department, and later in the US Senate as Legislative aide for US Senator Kay Bailey Hutchison, managing legislation on immigration, finance and trade issues. Following her tenure on Capitol Hill, Beyer joined the Bush/Cheney 2000 Presidential campaign, eventually joining the White House Staff in 2000 in the Executive Office of the President. There, Beyer served as primary on-site liaison to local, national, and international media on all domestic and international Presidential travel. Following her service at the White House, Beyer accepted a Presidential Appointment at the US Department of Housing and Urban Development (HUD), where she functioned as chief legislative liaison to the Senate and House Appropriations, Senate Banking, Housing and Urban Affairs, and House Financial Services Committees.

After government service, Beyer successfully founded a private government affairs and strategic communications consulting firm, serving as communications advisor to multiple Fortune 500 clients. She relocated to Houston in 2010 and joined Burson-Marsteller Public Affairs, directing diverse teams in strategic communications and providing public relations counsel to clients in energy, education and technology sectors. Most recently, Beyer served as Director, Member and Board Relations with the National Association of Manufacturers (NAM), collaborating with NAM member companies on targeted priority legislative issues and advocacy efforts, primarily in the energy industry.

Beyer holds a BA in Latin American Studies and Spanish from the University of Texas at Austin. She serves on the IPAA/PESA Education Advisory Board, Offshore Energy Center Advisory Board, World Petroleum Congress 2020 Houston Bid Committee and the US International Trade Administration U.S.-Mexico Energy Business Council. Beyer has three young children, speaks fluent Spanish and is a long distance runner.

Molly Determan

Since 2013, Determan has led PESA’s communications efforts, including the rebranding of the Association. Additionally, she serves as the staff leader for PESA committees, including those focused on developing member companies’ high performers, as well as the acclaimed Foreign Service Officer Training Program. Determan works directly with PESA leadership and executives to execute the PESA engagement and growth strategy.

Prior to joining PESA, Determan provided private PR consulting services across multiple industries and held senior positions with the Girl Scouts of Southern Alabama. In these roles, Determan won regional and national awards for publications and marketing campaigns.

Determan has bachelor’s degrees in Journalism and German from Samford University in Birmingham, AL. Determan is an active member of Rotary International and led a vocational exchange team to Portugal in 2012.

Tim Tarpley

Tim Tarpley oversees PESA’s Policy, Government Affairs, International Trade Policy, Environmental Policy, Mexico Task Force and Legal committees developing and implementing an integrated strategic plan to advance PESA’s policy positions; broaden awareness of its programs and priorities, and increase the visibility of its positions across key stakeholder audiences.

Tarpley most recently served as Chief of Staff to Congressman Ted Poe (R-TX) and began his legislative career as an aide to Congressman Thornberry (R-TX). As a lynchpin of Congressman Poe’s staff for more than nine years, Tim worked on permitting the Keystone pipeline and ending the crude oil export ban.

Tarpley holds a juris doctor from Creighton University School of Law and a master of laws from American University Washington College of Law.

Juanita Rains leads financial, operations and human resource management for PESA. She is also strategic lead for IT infrastructure, membership CRM, Credit Interchange Division credit reporting system, and business continuity.

Rains previously served PESA from 1996 to 2001, and rejoined the team in 2011. She has a breadth of industry experience spanning broadcasting, construction and office systems. Her 20 years’ experience and outstanding performance in business management, finance and human resources ensures the best performance results for PESA and our members.
